To test your test leads you will do 1 at a time. You will put your meter in the ohms position and take 1 of your test leads and plug it into the then take the tip of that test lead and touch it to the inside metal of the COM jack. We should get a low ohms reading 0.0 to 0.5 or so, then move the test lead a little keeping the tip of the probe in the COM jack and we might get a few number jumping a little but going back to the low number at would be good. If we move the lead around and we are getting a change to a much higher number and kind of sticks around there your test lead would be bad. Do with both test leads as one might be good and the other bad.
